UNPACU: DE POR QUÉ NO CAMBIAMOS DE OPINIÓN SOBRE LA NUEVA POLÍTICA DE OBAMA HACIA EL RÉGIMEN CASTRISTA

José Daniel Ferrer, Secretario Ejecutivo de la Unión Patriótica de Cuba (UNPACU) analiza en este comunicado la posición de la UNPACU al respecto de la política actual de Obama hacia el régimen castrista y defiende los motivos que llevan a las bases de la UNPACU a mantener su postura sobre ésta. Algunas de las razones que explica en el comunicado son las siguientes:

– No se puede presentar una opción política seria y responsable que no tiene en cuenta el sentir de la mayoría de los cubanos de a pié.

– No se puede captar la atención y solidaridad de naciones amigas culpándolas de los males que sólo son producto de las acciones de generaciones de cubanos, y que sólo éstos pueden resolver en último término, ni tampoco dando la espalda a la opinión de la gran mayoría de las naciones amigas y solidarias del mundo democrático.

– El gobierno de los Estados Unidos y sus representantes políticos siguen mostrando, como siempre, solidaridad y apoyo a los defensores de los derechos humanos.

– El embargo de EEUU, al ser tan sólo de EEUU, más que perjudicar a la dictadura castrista la ha favorecido.

– Nadie está más preocupado que el régimen castrista con lo que pueda suceder con el fin de la política de confrontación y las ventajas que sepamos obtener los defensores de los derechos humanos en los nuevos escenarios que surjan.

– El gran reto que enfrentamos en la sociedad civil independiente cubana no es la cuestión de si estamos a favor o en contra de las medidas de Barak Obama. El gran reto está en la necesidad de que unamos nuestros esfuerzos para poder articular un fuerte movimiento de masas que obligue al régimen a sentarse a la mesa de diálogo o a abandonar el poder.

Ayer en la tarde me fui a un punto de conexión a internet en Santiago de Cuba con la intención de buscar las últimas noticias sobre la oposición cubana, sobre Cuba y sobre el mundo. Los cubanos no podemos conectarnos a internet desde nuestros hogares, solo podemos hacerlo desde los puntos de ETECSA y desde ciertos hoteles donde una hora en la red de redes cuesta 4,50 CUC [moneda cubana convertible equiparable al dólar]. El equivalente a diez días de labor de la mayoría de los trabajadores de nuestra nación.

Buscando aquí, buscando allá, entre otros sitios, encontré un Blog donde alguien se preguntaba si después de la golpiza y detenciones sufridas por una treintena de miembros de la Unión Patriótica de Cuba, UNPACU, el pasado jueves en Palma Soriano, cuando reclamaban públicamente libertad y democracia y expresaban su apoyo a la nueva política hacia el régimen de los Castro del presidente estadounidense Barak Obama, no íbamos a cambiar de opinión sobre este último tema.

A los de UNPACU, cuando analizamos a profundidad un asunto, cuando escuchamos la opinión sincera de la mayoría del pueblo, cuando valoramos la conveniencia y la ética de un planteamiento o una acción y decidimos cual es nuestra posición al respecto, no nos hacen cambiar ni mil brutales golpizas, ni un millón de años de prisión, ni un billón de torturas. Tampoco cambiamos de postura para quedar bien con otros que también se oponen al castrismo y tienen poder político y económico, pero sus agendas no siempre van en consonancia con lo que conviene y necesitan millones de cubanos que viven en la total miseria, sin derechos, sin libertad.

Los hechos demuestran con claridad cuál es la posición de UNPACU y la base moral de nuestros planteamientos: somos la organización prodemocrática dentro de Cuba con más activistas y activismo; en los últimos tres años y medio la UNPACU ha tenido más presos políticos, más activistas golpeados, multados, detenidos, torturados y acosados que todas las demás organizaciones de la oposición juntas.

Sobre el tema de la nueva política de Obama hacia el régimen castrista, y digo: “hacia el régimen castrista”, porque hacia el pueblo y la oposición cubana la política del gobierno norteamericano sigue siendo la misma: de solidaridad y apoyo a los defensores de los derechos humanos, en la UNPACU, después de analizar con la mayor objetividad posible, después de consultar a la mayoría de nuestros activistas, colaboradores, simpatizantes y a otros muchos ciudadanos, después de conocer la opinión mayoritaria del pueblo de EEUU y de ciudadanos y gobiernos de otras naciones amigas del pueblo y de los demócratas cubanos, decidimos apoyarla.

En la UNPACU, como ya hemos expresado en otras ocasiones, estamos convencidos de que los principales protagonistas de la lucha por la democratización y la reconstrucción de nuestra patria debemos ser los cubanos de dentro y de la diáspora, y de que si no lo hemos conseguido es por errores y fallas propias. No podemos culpar a EEUU, ni a nadie, de lo que es responsabilidad nuestra. Lo que decidan otros, puede influir positiva o negativamente en nuestra lucha, pero no decidirá el resultado final. El resultado final dependerá sobre todo del amor, la responsabilidad, el valor, la inteligencia, los conocimientos y las estrategias de los que luchamos por una Cuba libre, justa y próspera.

Respetamos el derecho de los que se oponen a la normalización de relaciones entre el gobierno de EEUU y el régimen castrista a expresarlo y a luchar porque las cosas se encaminen como estimen conveniente. Esperamos se respete nuestro derecho a expresar qué es lo que creemos más favorable para desarrollar nuestra lucha y alcanzar lo que todo buen cubano desea: LIBERTAD Y BIENESTAR PARA TODOS.

Si bien es cierto que estamos convencidos de que los cubanos podemos conquistar la libertad aun cuando todo el mundo libre se muestre poco solidario, con solidaridad real podremos alcanzarla más pronto. El apoyo no se obtiene solo porque lo necesitemos, también hay que sabérselo ganar. Necesitamos apoyo no solamente de EEUU y de algunos países europeos, necesitamos que a todo el mundo libre le quede claro que somos personas responsables, civilizadas e inteligentes, y eso no se demuestra con posiciones contrarias al sentir de la mayoría de los cubanos, que debe guiarnos a la hora de actuar por nuestra patria, y del mundo: todos los años hasta los mejores aliados de los EEUU, exceptuando a Israel, y pueblos muy solidarios con la causa de la libertad en Cuba votan en la ONU contra el embargo al régimen castrista.

Lo ideal sería que en el mundo no hubiese dictaduras, o por lo menos que la mayoría de los países fueran democráticos y que todos sancionaran a las pocas dictaduras del planeta para así desalentar a todo aspirante a dictador, pero en el mundo real las cosas se manifiestan de otro modo. Si bien es cierto que después del colapso del bloque soviético, el fin de las dictaduras militares en América Latina y la caída de algunos regímenes tiránicos en África y Asia, el ideal democrático parecía triunfante y muchos creyeron que el totalitarismo y el autoritarismo tenían sus días contados, la realidad es que no solo quedan viejas dictaduras muy poderosas como la de China, sino que también han nacido otros regímenes autoritarios, llegados al poder mediante procesos electorales libres y plurales, que luego van eliminando las instituciones democráticas, atacan la libertad de expresión, prensa y otros derechos elementales y hacen alianza con viejas dictaduras, el caso de Venezuela y su estrecha alianza con el régimen castrista es ejemplo de ello. Hoy vemos a naciones como Argentina muy estrechamente ligadas a regímenes como el chino.

En UNPACU buscamos el equilibrio armonioso entre lo beneficioso y lo ético, nuestra principal meta es la democratización de Cuba y queremos alcanzarla mediante el método de lucha más humano y moral, la lucha no-violenta. Para producir el cambio político que tanto necesita nuestra patria mediante la lucha no-violenta, necesitamos sumar a miles de cubanos, y para sumar a miles de cubanos debemos empezar por ganarnos la confianza y el respeto de esos miles. No se gana la confianza y el respeto de miles de compatriotas asumiendo posiciones y discursos contrarios al sentir de la mayoría. Una cubana de a pie expresó: “es muy fácil para quienes reciben dinero de EEUU decir que se mantenga el bloqueo… yo, que sobrevivo con 315 pesos [algo más de 12 dólares], lo veo de otra manera…” Más allá de lo que opinemos de tal planteamiento, o de la objetividad del mismo, lo cierto es que así opinan muchos, y no se puede obviar, ni dejan de tener razón.

Es un hecho que la influencia de Occidente fue de vital importancia para la democratización de Europa del Este, es un hecho que se influye más y mejor desde dentro, desde cerca; que desde fuera, desde lejos. Es un hecho que EEUU, la Unión Europea y otras naciones libres y desarrolladas mantienen relaciones diplomáticas y comerciales con dictaduras y regímenes violadores de los derechos humanos en los cinco continentes. Es un hecho que EEUU y la Unión Europea son solidarios con los demócratas que luchan en esas naciones bajo sistemas no democráticos y que critican y condenan las violaciones a los derechos humanos según ciertos factores y circunstancias. También es un hecho que el embargo norteamericano ha sido utilizado por el régimen castrista para justificar la miseria generalizada, de la cual son responsables por el modelo económico que nos impusieron, y que hasta la represión contra los defensores de los derechos humanos la atribuyen a “la necesidad de defenderse de las agresiones del imperialismo y sus agentes internos”. El embargo de EEUU, al ser tan sólo de EEUU, más que perjudicar a la dictadura castrista la ha favorecido. En la década de 1990 parecía que los días del castrismo estaban contados y una mínima apertura a inversiones extranjeras, el turismo de Europa y Canadá y limitados espacios para el “cuentapropismo” oxigenaron al régimen. Ya no era el capitalismo tan malo, ahora el único malo, bien malo, según la propaganda castrista, era el gobierno estadounidense con su “bloqueo genocida”.

A finales de los noventa les cayó del cielo Hugo Chávez y, con éste, el petróleo venezolano. Es cierto que, precisamente por querer imitar el modelo castrista, y por los bajos precios del petróleo actualmente, Venezuela está en profunda crisis. Es cierto que, temiendo que las cosas en la patria de Bolívar se compliquen aún más, Raúl Castro aceptó dialogar con el gobierno norteamericano y que busca nuevas fuentes de oxígeno para los cancerosos pulmones de su régimen despótico. Pero ni la caída del régimen de Maduro, si ocurriera pronto, asegura que la Vieja Guardia del régimen cubano decidirá facilitar la democratización. Como tampoco podemos estar seguros de que no encontrarán otras fuentes para mantener su aparato represivo mientras culpan al embargo de EEUU de la creciente miseria. Es cierto que los hay que argumentarán que son otros momentos y que los cubanos tienen mayor información y menos miedo, pero también en real que aún hay que informar a más y más y que hay que seguir venciendo muchos miedos; hay que seguir venciendo el miedo a la brutal represión, a la prisión, a las torturas, pero también el miedo a perder los pésimos servicios de salud y educación “gratuitas”.

Es cierto que el gobierno norteamericano, al igual que la Unión Europea, harían un gran favor al pueblo cubano manteniendo la solidaridad con los demócratas cubanos y dejando claro que todo paso que den que favorezca al régimen irá acompañado de pasos que ayuden a la sociedad civil independiente y al pueblo en general. Para quienes estamos convencidos de que la responsabilidad y el deber de liberar a Cuba recae en nosotros los cubanos y trabajamos directamente con el pueblo y nos esforzamos porque el pueblo se involucre directamente en la lucha por su libertad, la presencia constante y creciente de funcionarios, prensa y turismo del mundo libre y en particular de EEUU, es preferible al aislamiento, a la falta de estos. La represión contra la oposición es más fuerte en el interior que en lugares de la capital donde hay presencia de diplomáticos, prensa y turistas extranjeros.

Para quienes sabemos utilizar cada nuevo escenario que se abre a favor de la causa por la libertad de Cuba, la visita de la delegación estadounidense encabezada por la Secretaria para Asuntos Hemisféricos del Departamento de Estado de EEUU, Roberta Jacobson, fue de mucha importancia. Miles de cubanos de a pie que apenas tienen tiempo y energías para otra cosa que para luchar por su inmediata subsistencia, se han enterado, gracias a nuestros discos e impresos, de la presencia de la oposición pacífica en los principales medios de prensa del mundo. Hasta Telesur habló de la reunión de los norteamericanos con una representación de la oposición prodemocrática. Estos detalles influyen muy positivamente en la mentalidad de un pueblo oprimido y aún aterrorizado. Gracias a la importancia que damos a muchos “pequeños” detalles, la UNPACU es la organización opositora con más activistas y activismo.

Nadie más interesado que el régimen castrista, en que la oposición prodemocrática aparezca a los ojos del pueblo cubano y del mundo como contrarios al restablecimiento de relaciones entre ambos gobiernos, a un mayor intercambio entre ambos pueblos y al derecho de los estadounidenses a viajar a Cuba, derecho universalmente reconocido. Nadie más preocupado que el régimen castrista con lo que pueda suceder con el fin de la política de confrontación abierta entre ambos gobiernos y las ventajas que sepamos obtener los defensores de los derechos humanos en los nuevos escenarios que puedan ir surgiendo en la medida en que EEUU y la Unión Europea avancen en sus respectivos diálogos con la dictadura castrista y esta se vea obligada a disminuir la represión contra la disidencia y la disidencia cuente con mayores y mejores medios para contrarrestar el monopolio que sobre los medios de comunicación masiva tiene el régimen.

Cuando vamos a opinar sobre un asunto primero debemos analízalo a profundidad. Por ejemplo, soy de los que critican a la jerarquía de la Iglesia Católica por ciertas posturas que considero demasiado débiles ante excesos de la dictadura, pero si queremos ser justos, debemos reconocer también que la Iglesia viene contribuyendo a la formación de una mentalidad a favor de los derechos humanos, sin hacer ruido, como no lo hace ninguna organización opositora. También estamos viendo la contribución a la disminución del miedo, a la independencia de los artistas y al cambio de mentalidad que producen los viajes y actuaciones de humoristas, cantantes y otros artistas que van a EEUU y regresan y cuyas actuaciones circulan en el llamado “paquete” [conjunto de archivos de audio y vídeo populares actualizados mes a mes en formato digital que pasan de mano en mano por Cuba en diferentes formatos físicos, CD, DVD o pendrives] o porque la bajamos de internet y la distribuimos como hacemos en la UNPACU.

Hace unas semanas, en un artículo titulado “El pueblo cubano también quiere y necesita ganar”, publicado por Europa Press, me referí al principio “ganar/ganar ̈ que según Stephen R. Covey es uno de los 7 hábitos de las personas altamente efectivas. Cuando mantenemos posturas contrarias a derechos y sanos intereses de aquellos de quien más necesitamos apoyo, no estamos practicando el principio ganar/ganar, queremos, o pretendemos ganar, hasta a costa de que pierdan nuestros mejores amigos. ¡Eso no es justo ni inteligente!

El gran reto que enfrentamos en la sociedad civil independiente cubana, no es la cuestión de si estamos a favor o en contra de las medidas de Barak Obama. El gran reto está en la necesidad de que unamos nuestros esfuerzos para poder articular un fuerte movimiento de masas que obligue al régimen a sentarse a la mesa de diálogo o a abandonar el poder. En la UNPACU mantenemos la mejor voluntad para consolidar esa necesaria fuerza. Siempre estaremos abiertos al diálogo fraterno y constructivo con todos nuestros hermanos de lucha de dentro y del exilio.

José Daniel Ferrer, Executive Secretary of the Patriotic Union of Cuba (UNPACU) analyzes in this Press Release UNPACU’s position regarding the current OBAMA’s policy towards the Castro regime and defends reasons why UNPACU is maintaining its position on this issue, in favor of this opportunity to change Cuban history. Some of the reasons explained in the statement are as follows:

– A serious and responsible political option cannot be presented to Cubans unless you take into account very much the opinion of the majority of Cubans.

– It’s impossible to attract the attention and solidarity of democratic nations blaming them for mistakes Cubans are the only ones that should be blamed for, and which can only be solved by them. But neither turning our back to the opinion of the vast majority of solidarity nations in the democratic world.

– The Government of the United States and their political representatives continue, as always, showing support and solidarity towards Cuban human rights defenders.

– The embargo, as it was only American, rather than harming, has benefited Castro’s regime.

– Nobody is more worried than Castro’s regime on what could happen with the end of the policy of open confrontation and the advantages that the defenders of human rights would be able to obtain in the new scenarios that could emerge.

– The great challenge we face in the Cuban independent civil society is not whether we are for or against Barak Obama’s policies. The great challenge is the need to join our efforts to be able to articulate a strong mass movement to compel the regime to sit at the table of dialogue or to leave power.

Yesterday in the afternoon I went to an Internet point in Santiago de Cuba with the intention of looking for the latest news related to the Cuban opposition, to Cuba and the rest of the world. The Cubans can’t connect to Internet from our homes, but only from the Internet points (ETECSA) and from certain hotels where one hour of Internet connection costs 4,50 CUC [the Cuban turistic coin equivalent to a dollar]; the equivalent of 10 working days for most of the national workers.

Looking here and there, and among other locations, I found a blog where somebody was wondering if, after the beating and detentions suffered by around thirty members of the UNPACU last Thursday in Palma Soriano while publicly demanding freedom and democracy and expressing their support to the new policy of the president Barack Obama towards Cuba, we were not going to change our opinion on this issue.

The members of UNPACU, after deeply analyzing a subject, after hearing the sincere opinion of the majority of the people and after assessing the benefits and the ethics of an approach or an action, decide what our position is accordingly. Neither the brutal beatings or a million years in jail nor a billion of tortures would make us change our minds. We won’t either change our position to please other opponents of Castro who have political and economical powers but whose agendas are not always in line with the needs of millions of Cubans who live in total poverty, deprived from their rights and from their freedom.

The facts clearly demonstrate what the UNPACU’s position is and what the moral basis of our approach is: we are a pro-democratic organization from inside Cuba with the biggest activism and the biggest number of activists. In the last three years and a half, the UNPACU has had more political prisoners, more beaten and fined activists, detainees, tortured and accused than all the organizations of the opposition altogether.

Concerning the subject of the new Obama policy towards the Castro regime, I said: “towards the Castro regime”, because towards the people and the Cuban opposition, the American policy is remaining the same: solidarity and support to the advocates of human rights and to the UNPACU. After analyzing in the most objective way, after consulting the majority of our activists, collaborators, supporters and many other citizens, after knowing the opinion of the majority of the Americans and of citizens and governments of other friendly nations as well as the opinion of Cuban democrats, we decide to give our support.

As we had the opportunity to express it on previous occasions, we are convinced in the UNPACU that the main actors of the fight for democratization and reconstruction of our nation have to be the Cubans from inside and from the Diaspora and if we don’t succeed it would be for our own errors and mistakes. We can’t blame the USA, or anyone else, for what is in fact our own responsibility. What others decide might influence, positively or negatively our cause, but will not define the final result. The final result will depend, above all, on the love, the responsibility, the value, the intelligence, the knowledge and the strategies of the ones who fight for a free, fair and prosper Cuba.

We respect the right of the ones who are opposed to the normalization of the relations between the USA and the Castro regime to express their opinion and to follow a path they consider convenient. We hope that our right will be respected to express what we believe is the most in favor of our fight and will achieve what every Cuban desires: Freedom and Welfare for all.

We believe with certainty that Cubans can conquer their liberties even when the whole world shows very little sympathy, but with real solidarity, we will be able to achieve it sooner. The support is not always given because it is needed, we must also know how to gain it. We not only need support from the USA and some European countries, we need all the free world to know that we are responsible, civilized and intelligent people and this can be proved by adopting positions that are in line with the opinions of the majority of the Cubans which should guide us in the decisions we take for our nation and should serve as a reflection.

Every year, even the best allies of the USA, except Israel, and populations that are very supportive to the cause of freedom of Cuba, vote in the United Nations against the embargo on the Castro regime.

The ideal would be a world without dictatorships, or at least a world in which the majority of countries would be democratic and would sanction the few dictatorships left on the planet to discourage, by doing so, any potential dictator, but in real life, things work differently. If, after the collapse of the soviet bloc and the end of the military dictatorships in Latin America and the fall of some tyrannical regimes in Africa and Asia, the democratic ideal seemed to be triumphant and many believed that totalitarianism and authoritarianism had their days count, reality is that old and very powerful dictatorships remain like China but also, new authoritarian regimes were born that came to power through free and plural elections and that, later, had eliminated the democratic institutions, violated the freedom of expression and the freedom of the press and other fundamental rights and made alliances with old dictatorships, one example is the case of Venezuela and its close alliance with the Castro regime. Today, we see nations like Argentina developing very close ties with regimes like China.

In UNPACU, we seek a harmonious balance between the benefits and the ethics, our main purpose being the democratization of Cuba and we want to reach that goal through the most human and moral way, the non-violent fight. To provoke the much needed political change in our nation through the non-violent fight, we need thousands of Cubans to join our fight and to mobilize these thousands; we need first of all to earn their trust and their respect. Trust and respect of thousands of our compatriots can’t be won by adopting positions and discourses opposed to the opinions of the majority.

A Cuban woman said recently: “It is very easy for those who receive money from the US to support that the blockade should be maintained… I, who survive with 315 cup (around 12 dollars) I see things differently.” Beyond expressing objectively our view, it is certain that many people share this way of thinking and their opinions can’t be ignored, nor without reason.

It is a fact that the influence of the West had a crucial importance in the democratization of Eastern Europe, it is a fact too that influence is more and best practiced from inside than from outside. It is a fact that the USA, the European Union and other free and developed nations maintain diplomatic and trade relations with dictatorships and regimes that violate human rights in the five continents. It is a fact too that the USA and the European Union are supportive to democrats who fight in these nations in non-democratic systems; they criticize and condemn violations of human rights under certain circumstances.

Also, it is a fact that the American embargo was used by the Castro regime to justify the widespread poverty that is, in fact, due to the economic models they imposed on us and even to justify the repression against human rights defenders they claim the “necessity to defend against aggressions from internal agents of the imperialism”. The embargo, as it was only American, rather than harming, has benefited to the Castro regime. In the 1990, it seemed that Castrism had its days count but a minimum opening to foreign investments, tourism from Europe and Canada and limited spaces for “self-entrepreneurship” refreshed the regime. Back then, capitalism was not that bad, the unique and only evil, according to Castro propaganda, was the American government and his “genocidal blockade”.

At the end of the nineties Hugo Chavez came to power and, with him, came the Venezuelan oil. Precisely because of wanting to imitate Castro’s model, and because of the current low prices of oil, Venezuela is in a deep crisis. It is certain that, fearing that things would get more complicated in the country of Bolivar, Raul Castro accepted to open a dialogue with the United States and is looking for new sources of oxygen to refresh the cancerous lungs of his despotic regime. But, neither the overthrow of the Maduro’s regime, if it happens soon, guarantees that the old guard of the Cuban regime would decide to facilitate the democratization. We can’t be sure neither that they will not find sources to maintain its repressive apparatus while blaming the American embargo for the growing poverty. It is certain that we will have to argue that the times have changed and Cubans have more information and less fear, but also in reality there is a need to inform more and more and to overcome many fears; we must keep beating the fear of brutal repression, of jail, of tortures, but also the fear to lose the very poor services of so called “free” health and education.

It is true that the US government, just like the European Union, would make a great favor to the Cuban people by maintaining solidarity with the Cuban democrats and making clear that any step taken that would benefit to the regime would be accompanied by actions to help the independent civil society and the people in general. We are convinced that the duty to free Cuba lies with the Cubans and we work directly with the people and strive for the people to be directly involved in the fight for their liberties, for the constant and growing presence of officials, press and tourism from the free world and especially from the USA, that we believe is always preferable to the isolation, the lack of exchanges. So, the repression against the opposition is stronger in the interior cities of Cuba than in places like the Capital, Havana, where exchange takes place … the presence of diplomats, media and foreign tourists.

For those who know how to take advantage of the new scenarios in favor of the freedom of Cuba, the visit of the US delegation headed by the Secretary of State for Western Hemisphere Affairs, Roberta Jacobson, was of a great importance. Thousands of ordinary Cubans, that hardly have the time and the energy to fight for something else than their daily subsistence, have been informed, thanks to our CDs and printouts, of the presence of the pacific opposition in the main means of communication of the world. Even Telesur has talked about the meetings of Americans with a representation of the pro-democratic opposition. These details influence, positively in the mentality of an oppressed and still terrified population. Thanks to the importance we give to many “small” details, the UNPACU is today the opposition organization with the biggest activism and the biggest number of activists.

Nobody is more interested than the Cuban regime in making the opposition appears, in the eyes of the Cuban people and for the rest of the world, as opposed to the reestablishing of relations between both governments and opposed to a better exchange between both populations and to the right of Americans to travel to Cuba, a right that is universally recognized. Nobody is more worried than the Castro regime in what could happen with the end of the policy of open confrontation between both governments and the advantages that the defenders of human rights would be able to obtain in the new scenarios as the USA and the European Union advance in the dialogue with the Castro dictatorship and it could be obliged to diminish the repression against the dissent knowing that the dissent count with better and more important means to counter the regime’s monopoly of mass media.

When we go to weigh in on an issue first must analyze it in depth. For example, I am of those who criticize the hierarchy of the Catholic Church in Cuba by certain postures in which I consider them too weak compared to the excesses of the Castro’s dictatorship, but if we want to be fair, we must also recognize that the Cuban Church is contributing to the formation of a mentality in favor of human rights, without making any noise, as no opposition organization does. We are also witnessing the contribution to the reduction of fear, the increasing independence of artists and the change of mentality produced by travel abroad and perform by comedians, singers and other artists who go to the United States and return, and which performances circulate in the so called “paquete” [set of popular audio and video files, updated every month in digital format, which go hand in hand through Cuba in different physical formats, CD, DVD or pen drives] or just because we download them from the Internet and distribute it, like we do in UNPACU.

A few weeks ago, in an article entitled “El pueblo cubano también quiere y necesita ganar”, published by Europa Press, I referred to the principle “win/win”, which according to Stephen R. Covey is one of the 7 habits of highly effective people. When we have positions contrary to rights and healthy interests of those of whom we most need support, we are not practicing the win/win principle, We want, or intend to earn up even on behalf our best friends loses. That is not fair or Smart!

The great challenge we face in the Cuban independent civil society is not whether we are for or against measures of Barak Obama. The great challenge is the need to join our efforts to be able to articulate a strong mass movement to compel the regime to sit at the table of dialogue or to leave power. In UNPACU we keep the best will to consolidate that necessary force and we will always be open to fraternal and constructive dialogue with all our brothers of struggle from within the island and from the exile.
